Okay so Pantherturm goes back as 1938 when they started planning  invasions and couple of other things. They also planned the Festung Europe - Fortress Europe. Designer planned to add multiple defensive lines and lot of backup plans.

But during 1941 when they started to create Festung Europe, they didn't have enough concrete for traditional bunkers so they created turret bunkers whic utilised tank turrets of obsolete or captured tanks. But because these turrets we're from out-of-date tanks, turrets gun couldn't penetrate more modern tanks but this problem was overcome with using anti-tank gun with turrets.

Use of Pantherturm was given permission during 1943 and now they had tanks turret that could and will destroy most known tanks in the world. First time these turret's saw use was during battles of Hitler Line (Monte Cassino to be more clear). Funny enough, these turret's weren't in use during Normandy. They we're only seen at eastern front and Italy.

And Pantherturm we're made from damage Panther tanks, also. Panthers we're just too precious to be used as bunker.

As mentioned, knocked out Panthers could be recycles as Pantherturms, and turrets could be built individually to build these effective defences quickly. They saw a lot of action in Italy, mid-1943 to 1944, and saw a lot of success, knocking out dozens of Allied tanks.
