i always thought it would be more authentic if the tankers would have appropriate accents and voices by their nation. and then, just what i was looking for was in the volume's menu. but, it's not working at all. all the tankers still have an american accent and voice. why is that? how do i fix it?

It was released too early, and they're removing the option in the next patch.

How hard can it be to implement this feature... all the voice files already exist, one would just need to tell the program which one to use. Always restarting the program to switch voices gets a bit annoying.

Correct, the menu option was added in error and the feature is not active in-game yet. The option will be removed from the game in 7.4 and hopefully added back at a later date when the planned changes are ready.
