The above is described as enabling the Commander to " identify whether the vehicle has been detected ". Does mean detection only by a hidden enemy vehicle or does it also include being actively targeted by enemy arty?

Whenever you are detected. Takes 3 seconds or so, to start working. (also needs the skill to be 100%)

u get a sign 2-3 sec after u got spotted by any enemy. Its not about being targeted.
If u immediately react and move into cover, then its the most useful perk! U also can do passive scouting: means u drive around and see the "spotted" sign and u know an enemy is somewhere close.

And "spotted" is defined as "visible to enemy players on their minimap".
Because of that, you can be sure that enemy artillery will at least throw you a casual glance. Don't rely on this skill more than you rely on hard cover!

Also bear in mind that it won't (afaik) tell you if someone has seen your tracers well enough to know where you are.
