I think that you will not get more fps with that video card. I have a lap, with gf9600m gt, which is 2x better than yours, and i get about a descent ~30 fps. :/
And of course, you should change the graphic settings to low, or find some low texture mods.

Another reason of the long loading and low FPS could be the internet connection speed...
Anyway, as octak suggested, you can use WoT Tweaker for tuning your video settings:

Good luck

@OP: It's because WG failed again. I wonder if they are at least able to tell the reason or fix it... :facepalmic:
Dropped from 60 fps to 20 sometimes even 8... :Smile_sceptic:
Slowing down cannot be the solution. DEVs  have to fix it.

Cheers! :Smile_honoring:

No that, I mean, Intel is the cause. :)

Before you do anything press Win+R, type: taskmgr and make sure no other process hangs or it does not use more than few % from time to time. Processor practically must be idling. WoT is using one core, but other core must be free to serve Windows tasks like AV.

Then, try setting memory as high as possible (in BIOS) and lower game settings (GAME). Also try tweaker that ralex gave you link (http://forum.worldof...ost__p__2176693).

As game loads long it may suggest that HDD is working slow (it may be busy or it may have bad blocks) or processor is busy with some task.
