Maybe in heavy or TD but definetly not in medium tank, DPS is what matters in medium, especially rate of fire when you are in CQC or circleing someone.

That is only the case if you are rock or corner humping in such a way that you cannot constantly fire, or your target is going behind cover are you are unable to follow.

As a medium tank engaging in a close in fight, that is not the case as you are able to shoot at the target again as soon as you reload.

Except that the panther II is supposed to be more of a sniper than a brawler. So therefore higher damage for less RoF is better for the panther II.

I think the reason to keep it at 120 mm is game engine's inability to distiguish steel composit material.
No composites in T-54 glacis. 100mm was of generally the same steel as the 120mm plate, so offered less protection.
