More specifically i've been on google for ages now, and just nothing relevant pops up only like "how to install mods" and stuff.... what i (we) really need is maybe a list of set of tools/programms and tutorials (for example how was XVM made, which programms were used and so on)

in my case i'm not interested in skinning or sound mods, i would like to create a Statistic mod - where i can read out data from WoTs built in statistics and calculate a efficiency rating for each of my tanks etc, similar to XVM but without proxy servers and like said only for personal/individual use and not overall playerbase.

It depends on what do you want to do.
Skins, icons etc.

well.. modding woudl be pretty simple, pick an existing fiel out of the game, aka a tank skin, open it with a image editor, re-texture it, and place it back into the folder ( with the same extension)

Same deal with objects.

Now this is just a very plain explenation, and not a tutorial, top of that, its the easy way of modding, you also got a way to actually script your heads off.

I, sadly, cant help you with that.
