Skill bonus question

What is this skill bonus in my vk 2801? have ventilation installed, but this 11%? From where does it comes from?

That 11% comes from your commander. If you had no vents, it would be +10% but since your commander is at 105 skill, it gets rounded up to 11%.

Ventilation gives +5% and commander's(100%) skill has influence of 11% to other crew member's skills.
