I'm looking for someone to take Djblack's Tiger I "Tiki" skin found here http://www.tarrif.net/wot/, and add this pin-up http://browse.devian... pinup#/d11azjc to the right or left side of the turret. Much appreciation for anyone who decides to do it.

I can do it, but only if you've asked permission from the artist of the pin-up for you to use it. There's a reason why that image is watermarked.
You might also want to check with Djblack if he's okay with anyone altering his skins, most folks are okay with it but some people would prefer to be notified at the very least.

DJBlack grats on a nice skin but i have a request too
Would there be any chance that you could go over the skin again and try to get the camo's yellow stripes to line up across the mud guards, side, and turret? If you look at the original picture you should see what i mean
It does sound like it would be a pain in the a*** job but i think it would make the skin that much nicer

Dont worry about it my Geman is worse!
I'd have a look at this excellent thread on skinning by Amade here:

I think an important step is to make a disposable layer with markings on it that when the skin is applied it will show its position on the tank.

Spoiler
It does look very complicated but with some patience and lots of time i think it would be doable
