is the accuracy increased during turet rotation?
or
when turet stops rotating and crosshair snaps to enemy?
then there is short time period after snap for accuracy bonus?

It reduces the accuracy penalty applied during turret rotation by 0.075% per training level (up to 7.5%).

Primarily helpful on fast tanks that like to circle or flank, but also useful for peek-a-boo shooting.

So yeas, your aiming circle won't spread that much while you rotate your turret, read it like: will be smaller so you will be more precise
And no, this does not affect your aiming time while your turret is standing still, ONLY reduce penalty while rotating turret

Allso my taperecorder are older than the internet, and it have got (among other buttons) FF, Rec and Rev-button.
AFAIK LP's predates the internet aswell.

Maybe what he meant with "as old as the internet" was "as old as the world wide web (AKA 'www')"
As a sidenote: the worldwideweb is just one service available in the internet and dates back to the mid-nineties, while the "internet" dates back to 1969
