1) damage the most dangerous tank first, ferd has 200 fron armor(With weakspots, but hard to hit over distance) and has 248 pen and about 400-500 damage per hit, pershing is mostly unarmored and only has 180 pen and 200 damage, if you can damage both(arti case) go for the ferd, is more dangerous for your top tier.
2) dealing damage, you have the L100 meaing you have less pen than the 200 front armor of the ferd, if you cant efectively damage it(miss half of the shots) just damage the pershing, you will hit him all the times, and will be one tank less to help the ferd once is alone and easy to flank.

so, frontally pershing, side/back ferd.

It's better to make algorithm instead of formula. I made basic one but you maybe make more complicated...
