In that case, yes.

T-50-2 and Chaffee count as if they were tier 6.  As they always have done.

ELC counts as a tier 5.

ELC used to count as tier 5, now it counts as tier 6 like all the other tier 5 lights.

(they shoulnt let the ELC see anything lower than tier 5)

havent been in any tier 5 battles yet, but i might be wrong.

(he matchmaking chart shows which vehicle belongs to which battle tier. An English version can always be found here. It sometimes takes Wargaming a while to update it after patches, in this case you can refer to the Russian version, which is usually updated much faster.) - Wiki

You see something terribly wrong: Tier5 tanks have the best credit making ability after premium tanks. See that list for example:

so in the end the ELC is now an abysmal stair step tank compared to the t50-2. since the zis-4 gun has enough pen to pen the sides and rear of some heavy tanks, still having an higher DPM 1700~ compared to 1200~.
+ the rotatable turret.

in the real world the ELC could rotate its turret fully when standing still, i dont see any reason why this shoulnt be the case for the ELC tho. and before anyone says anything, its an stupid idea to rush ahead in an match in the elc.
at the start of the game one should sit back and take potshots untill there is enough dead enemies to give you room to move like an jet figther, or on certian maps passive scout.

The DPM is just a theoretical number assuming that any shoot fired in one Minute at maximum firerate allways hits. that is simply unrealistic in Battleconditions, This means nothing more that a reloaded shell is fired immediately and it hits perfectly without any bounces or misses. -> 100% Accuracy required...

You mentioned that the Zis is good enough to pen "and rear of some heavy tanks", well the ECL pens every and any Tank on the field with ease,

And now to the "Not rotateable turrent", who needs a turrent when you are the Bullet? It is most entertaining (and thanks WG for this feature) to engage an enemy Tank fullspeed, steer hard, go drifting and shoot the unlucky fella while sliding in his Arse. you just dont need a Turrent^^

As sayed everybody can drive him as he wanted to. but to rush towards the enemy and dies first just shows that this fella doesnt know how to actively scout. When you know your Tank and the enviroment you can be as anoying as Hell for the enemy. Belive me or not, you can circle on the field on Malinovka the hole game, without get spottet while you lights up ane and everthing on the other sides. The ELC is the perfect active spotter imho, not because he is the nimblest (he isnt) but he is simply one of the smalest ones in game and most important.. the second flattest Tank available. the smallest Bumb, stone, fence, wall ist a perfect cover for you.

My 8yr old sons favourite tank is the ELC and he prefers the T9 battles, its far more fun killing the big tanks he says!  He got a 4 kill battle on Saturday in it, I dont know how he does it but its fun to watch him sneak up on a weakened T9 heavy and shoot its rear, followed by a manic run into the distance....only to return 30s later for another go.

Who needs a RC-Racingcar when you can drive an ELC?

I took out a tiger 2 alone today from 100% to 0% in my ELC, we lost but It was epic!!! Got off corse best xp on whole team... I just had to brag.. had 4 hp left when I gave him the last kick in his ass from 5 meters (first 1500 DMG was from afar, bush peak a Boom).. then I bounced the front on a 209hp-E50, got away and a nano sec before I shot the E50 (From the side this time) he got me.. ELC is most epic light tank!!

In other words: New MM lets my ELC Kill tier IX, I have no problem with that!   But I do feel a need for better view range now, 360 is not enough when you are the low-ryder... But then it would be OP i guess.

- Radio range in tier IX battles isn't a problem because almost all the tanks will have their top radio or the one beneath that [ From the previous tank ] which will have ranges from 500m and above.. that's over 800m of "working space". In lower tiers, radio range ain't even that important, cause usually you'll be fighting "alone". :|

- View range, the overall camouflage factor of the ELC here plays a very important role.. if it had greater view range, it would be seriously unbalanced. It can get quite close to the enemy lines if it has good crew [ Camouflage, Bia, Vents bla bla.. check the wiki ]. So you can get closer and spot something without even revealing your tank to the enemies.

- Its great mobility makes him excellent for scouting. Both acceleration and top speed are quite good as well as the overall agility..

- The gun makes it a perfect troll machine.. people hate it and will often shoot on you rather than on some "bigger issue". That will give you an awesome power of distraction [:

Overall, I don't say that you should play ELC only as a scout.. because than you would just waste his other strengths. Play it as an, how I call it, ultimate hybrid :3

Just try to combine all the tactics in one battle and you will make the most of it.. even in tier IX battle

This never bothers me, he can easely get in range unseen, and even if you got spottet you can hide behind the smallest humb. The real Problem is the radiorange of 360 meter. Was on a match with two buddys, we were harrasing in ours ELCs on Siegfriedlinie, Two of us activ spotting/ TD ing on the Field, the third tryed his Luck in the City (doing very well supposingly) but i cant see him on the Minimap.

I really hope Signalboosting will give you really a boost^^

One of the most fun tanks to play. Currently 115 battles 60% win rate. My best exp game happened with this tank lol (unexpected). Little bug that can do almost all, scout, deal dmg. It cannot ram only. Seems like any enemy crew member could crush you with their leg. Avoid contact by any costs even with lightest scouts.
Example how fun this tank can be:

When I meet T-50s in my ELC they usually let everything else and go for me. Its nice to bring them ahead of teammates guns. On open maps of course.

and if and they are going to change anything change the standard ap rounds to HEAT, that is what it originaly was and it whould explain why such an tiny gun has 170 pen.
The other three french 90mm guns have 135, 170 and 212 pen, the first american 90mm has 160 pen. I don't know if any other trees have a 90mm.
