This list is based on 15v15 battles.

T1: LOLtracktor, I couldn't care less.
T2: T18, immense game changer.
T3: Marder 2, you've won the game if you have a dedicated spotter.
T4: Hetzer, even with 75mm gun, it's RoF is nothing to laugh at.
T5: KV-1, it's very versatile.
T6: Hellcat, nothing beats its relocation ability.
T7: T71, not a frontline tank, but causes major disturbance among enemies. Excellent view range.
T8: T32, even if not hulldown, with proper angling you can cause 0 dmg hits easily.
T9: M103, versatile, bouncing with LFP is no laughing matter.
TX: T110E5, improves everything on M103.

T5, the T49 is better than a KV-1.  The amount of KV-1's ive killed in mine is huge.
T7, the T71 is a better tank than a T29.

Forget the notion of a 1v1  situation though as that means only heavies are the best tanks.

T1, MS1like its gun enough said.
T2 They all suck.
T3, Pnz38t a really good sniper for the tier.
T4 Matilda the armor is god like got a 70% win in this tank.
T5 Churchill 1 good hit point pool and a sweet gun accurate good DPM can also bounce more than you expect.
T6, KV-1S the gun and mobility fits my play style can get mass of damage even in tier 8 games.
T7 Black Prince really well armored and good accuracy unbeatable at mid ranges in the tier. T-29 wicked in hull down and love the gun.
T8 IS-3 again because of gun and mobility can decide even tier 10 battles if you do well, armor is no too shabby too. VK4502 A can be a very nice tank to play a support role in with a decent gun good armor and nice speed.
T9 ST-I not many people realize but this tank is an absolute beast, apart from a couple small weak spots it is so bouncy and the gun + turret combo destroys everything.
I also have to say the Object-704 is an amazing tank because you can silent snipe with its unstoppable BL10, bounces more than you think too
T10 never played this tier but can't stand fighting T57 heavy OP in my opinion.

It probably makes more sense to create different lists for meds and heavies and not to include scout tanks like t71 because they are matched a lot higher and need to be more powerful.

t6: kv-1s
t7: t29
t8: t32
t9: e75
t10: t57

Well yes, there is some american bias, but i think fast aiming is one of the most important stats in game. While british tanks aim even faster they also trade too much speed or armor for it.

mediums:
t5: m4 sherman / t-34
t6: easy 8
t7: comet
t8: centurion
t9: t-54
t10: t-62a

This list was a lot harder to create. At tier 5 (without gold derp),6 and 8 are a couple of very good choices. I.e. the centurion is very specialised, but i think the gun is powerful enough to make up for its weaknesses. Type 59 is not even close btw.

T1: T1 Cunningham. No reasons needed.
T2: My favorite was Pz.Kpfw. I, because of gun combined with MM (only play against tier 1 and 2). There are quite a few good ones: T18 (armor/gun), T2LT (is good?), Universal Carrier 2-pdr (underrated), Tetrarch (I sold it after 1 game. Don't like tier 2).
T3: T-46. Superb gun, underrated. Other contenders: Pz.Kpfw. I Ausf. C (have not tried), T82 (was great), Renault UE 57 (great TD), Type 2597 Chi-Ha (underrated).
T4: T-50. No other vehicle even close!
T5: M24 Chaffee. WOW! Other contenders: T-50-2 (fun fun fun), SU-8 (BLAM).
T6: My favorite is Cromwell, but there are many great vehicles: M4A3E8 Sherman (we had a love affair something like 2 years ago), M18 Hellcat (gun), 59-16 (fun factor), Churchill VII (underrated), GW Panther (OP), SU-100 (hahahahaha-TD).
T7: My favorite is T71, but it can just as well be T20 (great med), T29 (hull down), IS-2 (what a gun), Comet (great med, but bad mm as it is weighted as a heavy) or WZ-131 (fun).
T8: AMX 50 100. I wish I could play it more! Possible contenders: IS-3 (good), T-44 (fun), T32 (hull down), T69 (gold ammo needed) (Chinese? Not there yet. grinding!)
T9: T-54 is just an awesome medium. Other contenders: T30 (for old times sake), M103 (good), E50 (touch me please)...and probably more I have not played yet.
T10: Bat Chatillon 25 t is just OP. Other great tier 10: M48A1 Patton (so many great things about it), T-62 (wow-factor - I must play it more), E-50 Ausf. M (I'll give you a bullet, then I'll touch you and give you a bullet to go). AMX50B, IS-7, IS-4 and T110E5 are great too, but just don't have that fun factor. Then add the tanks I have not played. ;)

Edit: Apparently I like lights and mediums  
...and I forgot the AMX 13 90, but still dont beat AMX 50 100 :)

joke aside, arty is different class. light / medium / heavy / td, similar fight stile, and all can fight 1 vs 1 in similar way, arty is played different, and thous should be excluded....

if we look fire power only, then arty wins easy...

Owh guys, i've got a new suggestion for tier 4.

gawd, gona get flamed to death for this but here it comes: the M4 suart.

At first i couldnt play this tank but on my grind towards the chaffee (best tier 5 cause its a tier 6 ?) i fell in love with it. the gun deals 175 damage and is capable of penetrating any tank of its tier except for the french and maybe mathilda (stil dealing more damge then they can do to you) without gold rounds. there rate of fire 14 so a reload is only 4 to 5 seconds, 2 rounds wil deal 350hp damage which is enough te knock out any tier 4. then comes in the great view range of the open top turret and the great mobility it has. (avoid steap climbs)

only downside is its horrible muzzle velocity but you can counter this easly with your mobility, view range, radio rage and camouflage.

my average damage with this tank is somewhere near 500 althou' my first 50 matches where horrible (max 140 damage average i think)

reason i picked the m4 instead of the very similair covenator is because the m4 seems to do bether in cornors and has a slightly bether muzzle velocity (i find it noticeble)
