Light tanks (scouts), Med tanks, Tank destroyers and arty benefit most from Camo nets.

Passive scouts make use of camo nets due to their already naturally high camo values ... adding a not makes you very hard to see

Med tanks can benefit due camo nets reducing thier likelihood of being spotted allows for first strike by your tank

Tank Destroyers their role is support sniper that longer they hidden the better thus camo nets are always helpful

Arty ...scouts have a harder time spotting you... best for mid tier arty

Only true answer: Depends on your playstyle.

This link shows the camouflage values for most of the vehicles in the game at the moment. Camo values are a VERY complicated calculation involving coefficients (yeah, I don't understand that either) but it basically means that if something has bad base camo factor to start with there is little point investing time and money on things like camo nets and camo skill.

Generally speaking, I wouldn't bother putting a camo net on a medium or heavy simply because those tanks are usually moving and generally quite easy to spot anyway. Plus that space could be better used with equipment that more positively affects your fighting ability (e.g. vents, gun laying drive, gun rammer, etc...)

EDIT - Camo mechanics explained in full here in the WoT wiki.

Generally both TDs and SPGs profit best from camo nets because their whole playstyle depends upon dealing damage unseen as they cant take a lot of return fire (some TDs can, but still less than a heavy).

Light, Med and Heavy tanks also profit a bit from camo nets, but especially heavy tanks have such a bad camo value, that its basically useless anyway to mount one, and both meds and lights move too much to take much of an advantage.
