so basically you just have to be lucky to get a train anywhere near your provinces or you're screwed? Or am I missing something here?

Wasn't stage 1 supposed to end 17/11? So what happens at 18/11 and 19/11 ?

If on day 1 of stage 2 all provinces turn into landings, some clans cannot defend all of their provinces. Will you loose all your gathered victory points if you loose a province?

I somehow doubt the clans that own large or large-ish chunks or land will go around chasing trains...they will most likely just sit in their provinces doing nothing and waiting the train to arrive.
And even if the train arrives at their land I doubt there will be many clans willing to go fight "the big boys" over it. Plus from the announcement it seems highly unlikely that you could get more than 2, 3 trains in your lands at once, if you are very very lucky; so the bigger clans wont have to struggle with covering battles as well - at the end of the day, they still will have to fight just one battle per province.
Also, it appears that in order to fight for provinces with trains in them, you have to own land next to that province; this will probably increase passiveness even more. IMHO it would be better if the provinces with trains in them turned into landing zones ("a wild bandit has appeared"  :trollface: ), so there would be at least some guarantee that some clans would engage fighting over it.

What is happening on 18th and 19th? There will be no clan wars, or what?

Gain Victory Points
Any Clan owning a province with a train will receive 292 Clan Victory Points each turn for each province they own that has a train currently on it.
In other words:
Victory Points per turn = 292 * (Train Provinces Owned)

EU:
VP = 292 * X (X being the number of provinces belonging to the clan that is currently hosting a train).

Can someone from WG please clarify whether US or EU rules are wrong?

The rules are both the same, only wording is different here. The Train could be located only on 1 Province for 24 hours. There are several trains on the map. Of the same clan will capture several provinces where the train is hosted, all these provinces will bring VP.

Obirian, you did not see the difference of NA and EU rules and you did not understand our question.

If we have 6 provinces and 1 of these has a train, will we get VP-s for 1 or 6 provinces?

You will get only VP for 1 Province.
