What to buy , I am sniper so whats best for sniper of these two?

Nothing of them. Theese tanks are scouts. Better buy TD, or take PzKpfw III Ausf. A, next tiers of tanks are fit better for snipering, e.g. PzKpfwIV or Tiger.

Luchs just leads to leopard which is a scout (meaning no damage most of the time). PzKpfw III leads to heavy and medium tanks, both are mostly snipers.

PZ IIIA is specific tank. When used properly it can be really deadly, with great speed, nice weapon and fast turret. It's main disadvantage is paper armour. It also open the way to mediums and heavies, unlike PzIIL which lead to IHMO rather medicore Leopard, which is development dead end.
My heart is in Luchs and it's my weapon of choise. Luchs has better armour and is more agile than PzIIIA, but has slow turret and is a little slower.
If you are decicated light tank commander try both tanks and check which fits you better, but if you want to go to higher Tiers choose PzIIIA.

All in all Luchs is currently a dead end. Why?  After making it elite you got possibility of buying perfect scout called VK1602 Leopard, BUT it leads nowhere, no next tier tank in a line. Of course in the future you will have opportunity to utilize experience gained on Leopard by researching VK2801 but still it will be a dead end. On the other hand, playing PzKpfw III Ausf. A will be really hard at first (without premium) but it leads to German heavy/medium tank tree.

Of course its up to you whether you want to end up being a scout in circa 75% of the battles played (Luchs/Leopard tree) or grinding straight to Tiger/King Tiger/VK4502/Maus or switching from heavy line to medium one.

Even if you want, you can't snipe with these tanks. I had 5 kills in pzIII A by rushing with it's awsome speed and short derp gun and HE ammo

Close range combat with HE guns isn't sniping. Standing back and using a long barrel to engage at range whilst stationary is sniping.

PzIII A - simple choice. The LUCH is a very, very exciting, thrill-ride of a scout but can only be used for sniping with its 50mm gun but that's not it role.

Best to get the Ausf. A and speed through as much as you can to the true PzIII and then PzIV which once fully upgraded (with the silly looking turret) IS a pure joy as a sniper.

However, that's a long-long way off and its a hard grind.

If you want "Sniper" now, hit the Tank Destroyer line now, you can get to the Marder II quite fast and its very satisfying as a sniper.

I would go for luchs, playing with pzIII A was real pain in the ass but on the other hand it doesnt take that much to get from it to pzIII, the medium one which is great.

I wouldn`t know about the Luchs or the Leopard as I didn`t want to put time and effort in a dead end 'scout tree'.
The PzIIIa is fun to play, leads to the PzIII which is fun to play and in turn leads to the PzIII/IV about which the opinions wildly vary, but can be fun to play.
