Moving from laptop to proper PC

So,I should be getting me a new PC soon,so I was wondering if this configuration could run WoT on max settings with 40 fps at least:

AMD FX processor 3.6 GHz

Radeon HD 7770 graphics

1TB SATA III 7200rpm HDD

Windows 7 Ultimate 32 bit

Doubtful. Not on max settings. And, 32bit windows? Why?

Well then at least with improved graphics engaged and max textures,everything else to be at least medium while on improved?

I can't say exactly, I have the same processor but a fairly old GTX260 and I have to turn a lot of stuff down.

 

And even with my oldish card I am limited by the CPU.

Thanks for answering,so basically I have to look for something with better processor
