This is bugged. I damaged 8 enemies but I didn't get the Confederate achievement.
EDIT: I tried to attach a screenshot with a size of 63kB and get the error message: This file was too big to upoad.
Obviously there's a problem too.

You get the achievement only if the enemies that you damaged are subsequently destroyed by another member of your team :-)
