I have a Nvidia gt 430 graphic card 2ghz

I want to upgrade my graphic card,to play wot in better quality.

In this moment we are talking, i use minimum graphic display and usuly i have 40-50 fps.

I have a low budget, around 150 usd to spend. Can you help me decide what graphic card is the best to buy. Thank you

In my country in around 150 USD you can find a new 750 GTX  / Ti / Ti OC  "new".

I dont know about "second hand".

Dont forget to look at your PSU  12v amps , because i dont know if it can take i5-4690K  and 750 Ti OC. (maybe just with normal 750 GTX)

I have i5 3470 + 650 GTX GS   and i get 60 FPS (v sync ON)  with full graphics on  1366 / 768 res

I'd suggest GTX 750 Ti, MSI and ASUS both have very good cards. Good cooling, and more importantly both have 2Gb of memory. MSI only has an OC version, which at least here in Finland costs 159€, but Asus has a GTX 750 Ti without the OC and it's only 129€. And again I cannot stress this enough, make sure the card has 2Gb of memory (even if you decide to go for an AMD Radeon card), some of the other manufacturers have 1Gb versions (I think Asus also has one) but leave them out of the question. If you have to choose between double the memory or 10% overclock speed, go for the memory.

The 2GB R7 260X is selling with the Christmas sales for about £80, I bought mine yesterday. It's a great card, runs a lot of the games I play on max graphics, something I couldn't achieve even with CS:GO on my old card.
