Does anyone know wath for tank this is? I have read its a T54 base with a MIG 15 engine on it and it would be used to clear roads. click here for the picture.

Actually nope, this ain't firefighting vehicle.
More like fire starting.
It was a device envisioned for Afghan battlefield in 1980s, as mines and IEDs were one of large problems (Plus ça change, plus c'est la même chose - The more things change, the more alike they are). This contraption was supposed to glide the nozzle just above the road surface (note the terrain-following "skid") and destroy IEDs and mines by heat.
Obviously, it was discontinued...
