Regarding the penalties for no shows. Will these be re-set so that those accumulated during season 1 will not count in campaign?
(from safari to season one this did not happen and no shows from safari counted into season 1)

Also there is again the issue of ELO rating on different tiers, as was the case for safari the rating will not be re-set. So the clans that never played a given tier will have 1000 ELO. Don't think this is a very good solution, then again after this campaign most clans should have some elo rating on all tiers.

Finally I think the 15 battles/person a bit too high. 5 might be too little but something around 10 should be enough.

We need some extra clarification:
When campaign ends?
How long will take each stage?
What is the combat format for tiers? It is not specified. Can we assume that we will play 15 vs 15 across all tiers (not 7v7, 10v10)?

Read the Rules (last point of 2.4):
- Team_size: team size set by the stage requirements (1st stage - 7, 2nd stage - 10, 3rd stage - 15)

No reset planned, but then Season ends after this evening's battles which leaves 5 days between the start of the Campaign, so if you don't spam no shows today it should be fine.
I hear you about Elo rating, I'll forward that again.
Count of battles seem ok to me if we do not want too many players just playing few battles then the rest of the clan "do the job".

That depends on whether the "freeze" also freezes the penalties countdown or not. In the past the freeze usually stopped everything (for example chips that were blocked). On the other hand "frozen" tanks usually get unblocked during the freezes.

Devs said "no". Penalty level is calculated according to the "clan no show for battle" and "no show" is with a date. So what I said earlier stands.
