Does this game even ban bots at all?

They do, just check any WOT bot support forum.

 

I think the problem here is you are confusing (very) bad players with bots.

This, plenty of times I suspect players of being bots only to have them ragin at our team for dying while they are still in spawn 11 minutes into a game.

Apparently you can identify bots during countdown using XVM or similar

There is a difference between a bot and a poor or bad player and that is the player can improve if they want to.

XVM has its uses, spotting potential bots shows you cannot rely on them, and any person with 10k games and a wn8 rating below 200 either lets the team do everything for them or is botting, either way they will never help you in a game or the team so they should not be there to ruin it for others.

   I agree someone who will not actively participate in the game is waste of space, but to report

someone purely on their stats before the game has started is not very fair. If their participation,

or lack thereof, during the game proves the claim of bot, then yes report them.
