I can sign that. It´s hard to test new features when the test server environment is so drastically different than the regular server. Especially armor is really hard to judge when everyone fires premium rounds all the time. If you restrict premium ammo to about 20% of the total ammo count, that should help a great deal.
The second problem is artillery. There are so many high level SPGs in the matches that you can hardly evaluate tank performance before getting crippled or killed by their bombardment. As long as you don´t actually need to test any artillery changes, I highly recommend imposing a hard limit on SPGs per match, maybe no more than two or even less. Of course waiting times for artillery testers will be long, but this is the test server and not the actual game, so if someone actually complains you can freely tell them to stick it.
The third major difference is the amount of firepower in the matches. Everyone plays tier 10, and usually the tanks with the biggest guns available. I can´t really tell how you can change this effectively, so this is one of the differences testers will probably have to work around themselves, but that at least is somewhat doable. Unless you want to play anything BUT tier 10 that still can get into tier 10 games, then you are usually pretty screwed as you will be most likely get into a game with 13 tier 10s per side, which makes it impossible to judge the tanks top tier power.
I would also gladly give you some feedback on the actual changes this patch made, but I cannot get onto the server due to abysmall waiting lines.
