Why does BiA/Food reduce dispersion on some tanks/guns and not others? For example, BiA doesn't work on T49s 90mm but works on 152mm.

It only seems so, but BIA alone doesn't reduce the dispersion value of the 90mm, because the change is to small, when you add Food then you will see a change

The 90mm gun has lower values hence the improvement BIA brings is less and maybe not noticeable, on the 152mm the improvement are bigger and maybe more visible.

I understand perhaps the improvement is minimal but shouldn't it at least show up in the breakdown (when you hover over the stats)? As long as I am getting the benefit...

If you don't see a bonus displayed, the benefit gained is smaller then the lowest displayable number. Hence, you don't get a measurable benefit from it.

Because it doesn't alter the dispersion on any gun. What it does is giving your crew slightly higher Qualification, which in turn effects the aforementioned values.

As Qualification has diminishing returns (meaning 50% to 55% gives a bigger boost than going from 120% to 125%) a top crew gains no more than 2% more efficiency from BiA, and as previous posters pointed out, it is not certain it is visible in the stats.

BIAs, Vents and Food are affecting the base Accuracy.

The really bad accuracy of the 152mm benefits more from this fact, than the ok-ish accuracy from the 90mm.

 

The better the base-accuracy, the less are the negative impact of the dispersion-modifiers.

 

The 152mm starts with 0.60 with a 100% gunner, going to 0.58 with the 10% Commander Bonus, going to 0.53 with additional Vents, BIAs and Food.
