Make it so you can report someone for 500 gold, and moderators check it out. If they see no case, end of story, but if he broke the rules, you get back your 500 gold, and the jerk gets banned until he pays real money for the moderators' time: £10 fine. If he pays, the victim gets 300 gold. Put it in the terms and conditions of the next update. This way, Wargaming make money out of jerks, and people don't uninstall like I did because the game is so painful.

Update 12/7/2017
@Cobra6 "So players who play for free will never be able to report": you don't have to use the moderated service if you don't want to - stick to the free reporting. If you'd like a report response, buy 500 gold just once, then you can report to the moderators for ever.
@BalcOra "people would spend gold on that?": it's returned to you with profit.
@BalcOra "sure way to kill the population": of play-for-free only jerks who give WG nothing anyway. People who have invested will find the £10 worthwhile
@BalcOra "the "victim" gets 300 gold? Yeah that won't be abused": you can't abuse it - £10 spend for the 300 gold...
@Homer_J "500 Gold ... won't pay for much of an investigation": read again. £10 pays for the investigation. 1 moderator reviewing 6 battles per hour (5 min viewing of offence section), if just 33% pay £10 that covers the cost. The 500 gold is to stop frivolous reports.
@malachi6 "that would be called extortion": not if the terms and conditions are accepted: the current way, break the rules, you can be just banned. With this new service, you have an additional option of spending £10 to unban. This new term does not break the current terms and conditions.
@_EXODUZ_ "you need to keep the fun side going": nice one :) - the fun side went down with the jerks. I uninstalled WoT and now I've got my fun back.
@Real_Rommel "game checks the mod folder": I'm talking about jerk behaviour.
@wEight_Tanker "WG is greedy enough so not needed": you have it exactly back to front - that's why it IS needed. This idea uses WG profit motive to get a nicer game for us.
@DracheimFlug "someone steals or borrows an account and goes on a reporting spree with the gold": with malicious motives they can spend the gold a 100 different ways. If your point is the reports will flood the moderators, just limit the number of reports one person can do to a reasonable amount, come on, are you on a committee? this is just obstruction
@the rest of you who haven't supplied any thought and scoffed: seriously?

I'm not sure I want to bother explaining why this is a terrible idea.

You think people would spend gold on that? Considering how small of a % of the players spend money each month. The impact would be minimal at best I suspect. Cus I would not waste my money on that, even if I got the gold back.

And if all "temp" bans would only be lifted if they payed to get back. That's a sure way to kill the population fast. And the "victim" gets 300 gold? Yeah that won't be abused right?

500 Gold is what, two quid?  That won't pay for much of an investigation.

15k up front might just pay for someone half competent to take a look at your case.

I support this. Just because it will make some funny threads in the forums after it fails.

Pretty sure that would be called extortion in many countries.

how about instead just have a report which is "I think this person is using illegal mods" and then the game checks the mod folder of that guy, and if the guy is playing vanilla then the reporter gets a message back saying "this guy you think cheats, is playing vanilla, git gud noob".
