why does it have so much trouble reasching its top speed given the good power to weight ratio and the excellent terrain resistance? even on hard ground it takes ages to reach it. not that i'm complaining. i just can't understand

Couldn't care less, as it has some gun depression and elevation. Unlike the Type T-34, whose mobility was its biggest asset. Now, they basically have exactly the same specs, and the T-34 keeps the depression and elevation of the gun.

given the way Stalin used to throw Russians to die at the Germans it might be they had no trained mechanic to tune the engines?

It doesn't have excellent terrain resistance, quite the contrary: it has pretty lousy terrain resistance for a medium tank.

It has really bad terrain resistance, as does the T-34-85. Take off-road driving to alleviate it somewhat.
