When does it update? Is it like MoE and updates in real time with a rolling ranking? If so, for what timeframe? Not very clear at all.

Only updates once per day for now, around 4am CEST at the moment. No point in real-time updates for this stuff.

To each their own, I still prefer Wikifeet.

I like it! It would be nice to see how much a few battles affects your rank immediately, like the various sites that show changes in Wn8 immediately.  I suppose the rankings require too much CPU power to update real time.

There's basically an attached link next to everything in the garage menu's that takes you directly to you stats. It's another angle WG have taken in the hopes that you will feel good or bad about your stats and fork out cash to gold spam some good results back into your E-[edited]so the next time you get into an argument with another player or make a comment about the game, you can say you are correct and he is wrong based on the fact that you now have a bigger digital willy than most and so your opinion and comments carry more weight.. good right?

It's natural to want to measure your performance, has been like that since very first computer games! With leaderboards! You maybe too young to remember arcade games and you enter your name if you get on leaderboard. Nothing wrong with it at all.

If MoE can update real time then why not this too?

First, MoE values aren't updated in realtime, only post-battle. And then only your average is updated which is a simple calculation for the server. The reference value for comparison is probably also just updated once per day.

That approach doesn't work for this type of leaderboard, as the whole ranking would have to be updated whenever anybody on the server finishes a battle in the corresponding tank, so worst case several times per second.
