As the title says i think the Mini Map should be made permanent, 

make it so you can only turn it off when you turn your whole UI of, 

i know idiots who don't use their mini maps probably would not look at it anyway but some may,

one of the biggest reasons teams lose is because the idiots don't use their maps and don't see the enemy sitting behind them, shooting them from behind,

i cant believe these people can not see the enemy on the map so therefore must have their maps turned of,

therefore mini maps should be permanent and the minimum size should be larger.

Sometimes you are so busy dealing with what's in front of you, that you don't have time to stare at the map.

 

Maybe some people turn it off accidentally, easily done -  I reckon patch updates should reset these basic settings back to default, just in case.

You could make it 8ft tall surrounded by neon lights and 3/4 of the player base would still ignore it:(

Make the map permanent, but keep it small by default. The ability to enlarge it should stay.

 

Continuous map pinging however should result in the mouse and keyboard becoming electrified with at least 11'000 volts.

Won´t make any difference. If they turned it off they won´t look at it even if it was there.

Even if they painted pink and made it the size of your screen, some people still wouldn't notice, so, it's not a problem with the mini map, but with people who can't even walk and chew a gum at the same time.
