Deactivated all settings..low off..the only thing left to deactivate mouse and keyboard :))) still 60fps... it is a bit fluid

Well since it's 60, and locked to 60, and not jumping up and down. It's not a bottleneck on your system etc. So next silly question or suggestion. It could be a universal setting. Like Nvidia Control panel etc.

Since he has an AMD GPU I doubt it’s Nvidia messing with things. But perhaps it could be something in Radeon Settings messing with WoT

Well something is locking it if it's not the game if it's staying at 60. Either monitor settings in windows or some tiny setting.

CTRL + ALT +DEL > task manager > performance

there will show you in visuals in real time potential bottlenecks as they occur

then you can sort it out

1. V-sync OFF (i am not that noob :) ) even with ON the same

Please check your Crimson settings, notably "Wait for vertical refresh" (set it to "Off if not defined by application") and Frame Rate Target Control (set it to "Off")

i7,32 gb ram, samsung 950 pro ssd m2,sapphire 290x vid card and i have around 90-110 fps.More than likely its something wrong in your settings.I have vsync off, antialiasing off, triple buffering off.Running in windowed mode 1920x1017.Dynamic change of effects off,the rest are all maxed out.

Yeah currently WoT isn't good with cores it likes Ghz over cores.
I think since audio got threaded its still mainly running 3 threads, but could be wrong on that.
The new encore engine I guess is all core singing and dancing.
Still the results you are getting seem to be pretty poor and maybe is optimization.
I run @ high on 1080p with an I5-2500 and a GTX 760 and getting relatively similar results and don't notice frame drop all that often.

SSD also gives you faster loading of tank textures that are within your draw distance

Used to get huge lag spikes when enemy team enter the last circle and now with SSD it's barely noticable.

Tank textures are loaded before the countdowntimer reaches zero...

Then what were those lag spikes i was getting that coincide with enemies entering the draw distance ?

Lag spike = Network related

6. this kind of ssd is "sharing" the pci-expres lines it has more fps(some how) if game dont understand drivers could mess up

It makes zero difference for games, I've been playing WoT for years on a desktop with an NVMe drive and a Laptop with an SATA-3 SSD drive, there is no performance difference because the games never sees any of that, it just sees it's files stored on a drive partition.  Hell there isn't "really" any advantage to using an SSD over a HDD in a game with a countdown timer that preloads everything before spawn...

Right cick worldoftanks.exe => properties=>compatability=>disable fullscreen optimization.

YMMV

Why would framerate have anything to do with an SSD?

SSD makes FPS waaaay more consistent, depends on the game of course. Played Arma 3 and had lag spikes and fps jumping between 10-30 fps and after you enter the city or something like that. With SSD its consistent and there are no lag spikes and its constant 50fps+

Stupid question: Did you actually plug the monitor into the gpu and not the motherboard? So that the monitors cable goes into a horizontal slot on the pc and NOT a vertical slot
