Ihave a i3 2100 8 gb RAM and a GT 620 2gb . If my graphics are on standart I have 100 fps but if i change it on improved whithout changing settings my fps drops to 30 . Is it normal ?

You are asking if increasing graphic quality lowers FPS? The answer is yes.

Sounds like it. When I were playing with laptop I could also get 100fps with standard. 30 or so with improved.

Obviously depends on the settings selected, and the hardware running to draw the frames as needed. Your system (well whatever bits of information you shared anyway) is far from capable. So yes, it does seem quite normal. Hardest hitters usually are AA, AF, render resolution.
