As time goes by I get the genuine feeling that artillery is getting

gutted more and more. I'm currently grinding my way through tier8

and I'm constantly being matched up against tier10, which is pretty

tedious but at least it was somewhat bearable up until two weeks ago.

With the arrival of the new Russian bias tanks, seems several subtle

changes regarding artillery seemed to have snuck their way in too.

Now when I'm matched against tier10 in my tier8 artillery I can pretty

much forget damaging any heavy tanks, as well as the Russian bias

mediums, due to them now having some kind of a magical armor that

ignores artillery damage no matter the distance or the area I hit.

Also, the accuracy of artillery has become slightly worse when aiming

on anything that isn't flat terrain. For some weird reason shots tend

to fly overboard and land outside of the aiming circle, even when I'm

fully-aimed at the target.

Anyone else noticing these issues?

I haven't noticed any changes at all since update 9.18.  Since then, the balance between arty penetration and heavy tank (and some TDs) armor is a real joke sometimes.  It is not uncommon to have a direct hit on a Maus, O-NI, Type 5 Heavy etc and do ZERO damage. This is true for every gun on every tier VIII-X arty for sure.  I haven't noticed this against medium tanks, but if they are over-armored then I am sure it is true.  When I hit and pen another arty and don't destroy it on the first shot, you know that arty is out of balance in the wrong way.

Consistently hitting targets has often been tricky when the arty isn't on level ground.  But, this has been the case as long as I have played arty.

I only play the m40/43 and the crusaderSP atm

but if you play a few games in a row with the same piece you get a feeling for the shellarc

And if you change the artyview your can see by the shape of the aimcircle how it's going to land

Stunning the Japanese superheavy's is good enough for the team, you cripple the reload and aiming so they can swarm it

Trying to land a shot on a reverse slope is somewhat challenging but apart from that no can't say I have noticed anything different of late, can still damage most tanks. I find, on heavily armoured thanks, splashing them does more damage than a direct hit, looking at you T95:)
