On bigger distances the KV-122 looks faster, simply because the IS/IS-2b is capped at 34 km/h, but imho it is not really worth it.

Well, for crew training specifically I don't think it's worth it in terms of difference between tier 6 or 7. (somehow I'm under the impression Tier 8 trains crew faster than lower tier premiums but I could be wrong).

In terms of enjoyment I enjoy the VK4503 more then the Tiger131/Heavy No.6 but that is personal.

 

That being said, the VK4503 has a credit modifier of a tier 8 premium tank so you'll make pretty much the number of credits you'd make with tier 8 heavy premium.

Well, then you play it longer range as a support sniper certainly with the new HD maps which have tons of long range sniper positions suddenly in front of open fields.

I wonder why everybody and their grandma want to have a boring tank which provides you absolutely nothing to learn from. You won't become a good player just because you have an OP tank in the garage.

Just go up the IS-7 branch. Once you reach tier IX you will exactly get what you want, just with a more convenient MM.

I want to train a Russian crew with it. Is there better Russian premium alternative?

You don't wanna hear that for sure:

the Churchill III is one of them. The low tier prems provide a higher training bonus, while for all the saved money you can buy a lot of premium time and spam skill ammo all day long. With a reload of 2.3 seconds and 190 pen you will harvest rivers of salty tears, unless you aren't smart enough to find well suitable location on the map.

edit: from what's on the paper, it doesn't look so tempting at all. The old KV1S but one tier up, mmmh...

 

kv 122 is a joke! it's lamely buffed to tier 7 so people would pay more for it but all they did was put a t6 tank at t7 and basically it's too weak to face off against t8-9s
rare tank because it's so weak, and they even put it in the game shop because it is bad!

Churchill III.  I use mine for crew retraining all the time.  It still has a secret crew XP modifier over and above the normal 50% tier 5 premium tank bonus.  It is also hilarious with its rapid-fire gun.  Plus it has preferential matchmaking, which makes it even better value.

As the others before me told you- Churchill III it has special exp modifier( i think it is the only tank with such). It farms exp like crazy, 1000+ games in it are common and when you add the additional bonus exp every premium tank gets+accelerated crew training and some boosters if you have them... you will be able to get a 75% crew to 100% in a day(My current crew in it is 4 battles old and already up from 75 to 89% without commander bonus/vents/food).
So there you have it! A cheap and extremely efficient crew trainer to put your new crews in without screwing over tier 8 strongholds and lower tier players. :)

How can you try a tank out on a test server that is not available in the tech tree?

It is not a proper frontline heavy but rather a hevium hybrid. It has ok speed, good turret armor and gun, but the hull is nothing special against tier 8s and above(still trollish sometimes but don't rely on it). The alpha is lacking but the DPM is great and the shells are cheap, so a good moneymaker. 
Overall it is one of the better premiums available, and it is cheap compared to the rest of the premium tier 8 heavies.
