Are there any good better fps/performance mods for PCs that can't handle new graphics? I can't play ever since 1.0

Assuming you have it on normal graphics and turned everything down to low or off.

That is about all you can do with the game settings, there is a tweaker program you could try.

Try searching wot tweaker

Well, other then standard client/graphics + tweaker (maybe try compressing textures 50%?) there isn't much you can do.
If playing on HDD you can try disabling sound (in know it sucks), if you have long loading in battle and always joins too late. (Keep in mind when you start the game first battle will always take longer to load)

I used to have long loading with HDD (mainly because of sound issues) until i got SSD (now 90% of time i wait on others to join)...maybe upgrade to SSD?(if that's possible)

My workaround until then (for having sounds enabled and still be able join on time) was to use engine sound mod that use banksloader mod.

Its not all high quality mod (bellow average at best)...but still it might help you.
engines only:

The largest problem most users have with their rig isn’t money, but time. Over time, all PCs become slower. Whether that’s due to bloatware, hardware issues, or dated components, games won’t run like they used to.  Notepad++ Malwarebytes FileZilla
