For 2-3 days I have very high and unstable ping (from 20 to 999 ms), so it's impossible to play really.

How can I know for sure, who's guilt is that, my provider or WG?

I haven't had any latency issues.

So, that's more probable it's provider... Ok, thanks! Pity I can't change provider. Maybe I will try to share internet from the mobile and see what happens...

Try and restart you router. My previous router had an issue where it after a while suddenly lost packages. It could be anything from a few months to a few days in between it happened.

Pingplotter can also help track down problems (there is a free version). https://www.pingplotter.com/

Turning it on and off again is always step one. If not then as pointed out above. You can run a trace to see where the issues starts with pingplotter. Or even run cmd and run a tracert command on the WOT server IP's.
