For the first campaign (StuG IV, T28HTC, T55A, Obj260), as well as Chimera in the second campaign, to get the honors you have to complete the primary and secondary objectives in the same battle. All missions are completed when achieving the mission goal once. Going back to a mission will not reset the "completed" status of the primary.
For the second campaign (Excalibur, Chimera, Obj279e), the missions require multiple battles to complete the primary and/or secondary objectives. Completing the secondaries is independent from the primary objectives, but achieving both in the same battle will give a bonus to the primary completion.
E.g. there might be a mission to make 3k damage 5 times as primary, win battle as secondary for 2x bonus.
