Has any reason ever been given for why the T92 VIII US premium light tank is available in the gift shop, but not in the tech-tree for gold?

 

This makes it, I think, the only permanent vehicle to be in one but not the other.

It's a shame as it looks fun and would have been nice as an option for the current trade-in event.
