I guess you came to the conclusion that your "internet is fine" due to being able to get online, do this instead to find the cause:

Firstly I would kill the background tasks
I believe you have 10 + pages of chrome open, ( showing 21 tasks associated with it - | I Dont use chrome but I think its 2 tsrs per page) ( 700 MB )
running the steam app in background - with the associated messnger ?
AIMP - music streamer ?
You yourself have said you machine is recommending med settings - add to it all the other tasks - and you are going to struggle.

Worth keeping in mind that via Pingplotter we are still pinging the login server (for darn good reasons). If the game server was overloaded, that would likely not be visible on a ping graph.
It's of course more likely that the culprit is the computer in this case, though the specs don't look hopeless.

Pinglotter shows no issue with the connection at the time of the test.
Maybe some other process is hogging your CPU and preventing WOT from getting the power it needs.

Other online games work fine

The Task Manager shows that the hardware usage is not critical, I don't know what it is, maybe it's the game's servers

You are showing 89% CPU usage while only 39% is used by WOT - that's what I meant in my previous comment.
Plus your HDD usage is way too high. For starters, close the goddamn 21 tabs in Chrome when trying to debug perf issues.
EVERYTHING shows high CPU usage in your task manager - that's not okay unless your CPU is a total potato or is throttled down to hell due to temp issue.
