I'm confused about your question. The report functions clearly describe what they are for. The rules sections clearly describe what rules are matched to what kind of violation. So what are you actually asking?

Yeah me too thought that the function described what it was used for but I was clearly wrong. Therefor my question now.

Maybe 14 out of 15 players need to report the 15th player for something to happen. I have no clue.

From that I guess your description is you reported something but you didn't see anything happen. A single report, in best case scenario, may trigger an investigation from Wargaming but most report systems are automated and function based on an unknown number of reports that function as a threshold, nothing happens unless the number of reports is exceeded.

 

There are obvious flaws with such a design but none worse than the obvious flaw that would've been the alternative, where a player gets penalized just because another player reported something. Any reasonable system will always require at least multiple reports and ideally a proper investigation by the responsible party upholding the rules, in this game Wargaming. In practice, in this game, we get more of the former and little of the latter.

It's not a reportable offence to be bad at the game.

Yeah, I missed the part in the EULA where it says 'everyone must play well'.

 

Tell me, OP, how do you manage to survive when you have such a limited number of reports available? Sometimes, I suspect that people use their entire quota in the first 2-3 games.

 

The irony is, however, that with every additional bogus and unsubstantiated report filed, the less likely WG are to deal with them. It's like the boy that cried wolf. Happened so often that when the boy did eventually get caught up a tree, with the mangey, snarling beast down below, WG simply said; 'sorry, we've heard that this player is a bot so many times before'. Wait, I think I mixed the stories there... Well, you get the idea :P
