I know its for light tanks but is it useful in medium and heavy tanks ?

There is too many more usefull skills that that one, even for a scout gunner.

Good guide to crew perks

says this

The “Call for Vengeance” perk can best be compared with the Designated Target perk of the Gunner. If active, it will enable the Radio Operator to report the enemy’s positions to your allies for additional 2 seconds after the destruction of your tank.

Just like the Designated Target, it is unclear why Call for Vengeance is not a skill. But it is a perk and as such, it is even more useless than if it was a skill.

Anyways, although the benefits of this perk are in fact very minimal and it is a perk, if your crew is very far with their skills it might be worth it to provide your team with that extra vision. Then again, many Light tanks do not have a designated Radio Operator, so there is no real chance to train this

Depends on how many crew skill you have, if you've got all the necessary ones, then go for it, I guess.
