Hia folks

I'm trying to start the campaign to get the Excalibur, but I don't quite get the conditions for mission 1:

"enemy vehicles that do not belong to the Union".

What does that mean, "not being to the Union"? Is the USSR/China, since I can only do the missions in tanks of these nations?

Only damage caused to enemy vehicles that do not belong to the Union (i.e. not Russian or Chinese) count towards progress. So if you've got a choice between tracking a Cromwell and a T-34-85, only damage caused to the Cromwell will advance your mission.

So... if I spot 10 vehicles, only non-russia/chinese give points... which in this game...

It's providing additional value for your game time, not stretching out a mission through artificial restrictions ill-suited to regular gameplay. (© EA Excuses 2019) ;)
