Uhm, I think you read that wrong. the X4 is applied to your first victory, and the x2 bonus applies after that one (max 5 wins per day).

WG Logic.
x4 Exp for the first victory, afterward you can use the "Let's Win This!" mission to further increase the exp gain with the x2 multiplier (which only works after you claimed the x4 already)

Wonders if the 15% on tier 10 tanks will stack with the current TOTT 30%.
