This.

Doesn't stop from using it though, although they'll likely end up getting banned after a few months.

Maybe you should review the Fair Play Policy statement and check which mods are forbidden.

This is akin to illegality of using a mobile phone while driving - action can only be taken if the offender is caught/ recorded doing it, thus they could do it everyday for 10 years without penalty or they could do it once and be caught in the act.

Hear-say/ supposition are insufficient grounds to take action.

They are already forbidden.

If we assume the problem of people not being caught by these mods is that they result in fair players getting shot, then it has to be true that people engage in actions that allow them to be shot because these mods exist.

These mods function by aiming at spotted targets automatically and providing a more clear view at spotted targets so you can aim respectively. This means that if aimbot is aiming for you, tundra is useless, because your personal view is irrelevant to a system that aims for you. It is thus logically true that aimbot makes tundra redundant. Subsequently it is logically true that people need to be susceptible to aimbot's functionality for it to be any deterrent to you; in other words from the first premise it has to be logically true that people engage in actions that allow them to be shot because aimbot exists.

Aimbot cannot fire at spots that cannot be fired at manually; it cannot fire through solid objects and it cannot affect penetration mechanics. It is thus logically true that aimbot cannot fire anywhere that someone cannot fire manually at. The output of firing manually and firing with aimbot at the same spot is mechanically identical. Logically the output of a shot cannot determine whether it was aimed manually or by aimbot.

From the two previous paragraphs, it is thus logically true that the output of a shot, since its result is indeterminable to the existence of aimbot, the result is unaffected by whether or not aimbot exists until proven otherwise and therefor it is undeterminable for the existence of aimbot to be any deterrent to you. Given that, it is indeterminable until proven otherwise that anyone you observe engages in any actions that are only possible because aimbot exits. It logically follows that the idea that anything observable is the result of aimbot is indeterminable.

If it is logically sound that if you observe the results of aimbot you do not pay for your premium account, then it is logically correct that the conclusion that if you cannot determine that what you observe is the results of aimbot, the conclusion that you should not pay for your premium account is invalid. Logically if of aimbot being true leads to not paying and exclusively all other scenarios lead to you paying for a premium account, and aimbot cannot be determined to be true, then by that exclusivity you ought to pay for premium time.

In short, aimbott is forbidden, since you can't tell anything is aimbot, you ought to be paying for premium time by your own definitions. You're welcome for the free peace of mind.

I want to know how OP managed to freeze his premium, I've got vacations coming and it feels like waste of good premium time.

OP, it'd be good that since you can detect tundra and aimbot users so well, please put the replays to wotreplays.com with comment section mentions of timestamps where it is obvious someone is using these mods, and put up a new post with title like 'curious stuff' and links to The replays. It'd be great to have finally some hard data on The matter, and I have buttloads of replays for your peruse to scour them for these modusers!
