You have an error in your tournament rules.

 15.4. During any stage of the Tournament, the Organiser provides for the option of broadcasting. The Organiser reserves the right to add observers to the matches that will be broadcast.

Watching quarter finals atm. Why people only use like 2-4 different tanks? Is there only few available tanks to be used or are those ones broken so people use them?

This basicly. But we have Wargaming to blame for that. 1 for making them better than the tech tree tanks and 2 their refusal to nerf them back to tech tree levels.
