Where does it say that? I bought a Cromwell B (already have one) the other week because I wanted some gold and I got the compensation and BIA crew.

For randoms this tank is actually quite nice and definitely much better than the Fury.

If someone has already the tank and buy it once again (from the web store), he gets Gold (as compensation), the garage slot, the crew and everything else is available in the bundle.

Not a bad tank but its lack of speed is holding it back. Maybe you're looking at the stats thinking that 42 km/h isn't too bad. Yeah well you're not going to reach that. Like...ever.

I would consider it, if I didint get the M4 Improved in the Tank Rewards event and didint already get the BiA skill. A bit too late for me.

That is true. But it kinda does have some armor to compensate. Not a lot, but enough to hull-down ok-ish. Pretty decent tank imo.
