Synthesisers will do that for you. Since its vibe is so mechanical synthesisers are both great to refer to the 80s and 90s when they became immensely popular in music as well as sci-fi/space operas because of both their "canned, unnatural" high sounds and the deeper underlying tones implying undiscovered mystery. It's no real wonder a similar tune was used for a technology tree soundtrack.
Incidentally if you look at the purely social environments you could visit in Mass Effect, they're pretty much disco in space with only electronically produced music. If you ever found yourself in a situation where people in suits were lounging about it was a good hint that you were going to be drawing your gun soon.
