given the bond shop showed it's good and they don't look very interesting, I want some improved eq.

1. is the improved eq ever discounted? Should I wait till it's a promo or won't happen?

2. tank stats go down to the 3rd decimal or not? What I mean - 0.079 on turret traverse is different from 0.078 on turret traverse?

If it's the case, could you pls provide a link to source?

So far improved equipment was not discounted outside the bundles you find in the store. Like vents and stabilizer for 9k bonds instead of 10k.

Yes, some stats go to the 3rd decimal point but you'll never be able to tell a change so small in battle or even when testing. That's more about the balancing algorithm WG uses. The image below is one of the supertest iterations for the E75 TS. You can see the accuracy or dispersion values got 3 decimal places. Sites like tanks.gg or wotinspector round it up to 2 places.

Other values like gun depression/elevation got one decimal point.

Improved equipment you're better off choosing the ones that are a permanent buff like vents/optics than one that only has a tiny buff like rammer because unless you're sitting there firing constantly you're not getting the benefit of improving a 5.0 reload to 4.8 secs.
