No, it's NOT a scam, it's called "gambling" (despite WG's repeated protestations to the contrary), and you've clearly been quite unlucky with the items that dropped this time.
But that's the risk you take when you gamble actual cash on the random chance of picking up certain rare high value items; if only more people were severely disappointed like you've been then maybe more and more people would stop buying these bloody awful large gambling boxes every year until WG eventually remove them from sale forever for being unprofitable.
Unfortunately, as long as there are too many people with too much money/credit/overdraft and not enough common sense and/or self-control, WG are going to continue to rake in huge bundles of actual cash from these people, some of whom may not necessarily be able to afford to buy these boxes but buy them anyway because they just have to have the latest premium tank or other rare shiny item at any cost.
At this point WG are nothing more than an enabler in denial, they willingly provide the temptation to gamble to everyone, including certain 'at risk' groups, and then they dare to hold their hands up and repeatedly attempt to not only justify the large gambling boxes inclusion in-game, but also deny the gambling problem is in anyway caused by them, instead attempting to deflect the blame entirely onto parents and people with actual serious gambling issues.
Well that's frankly unacceptable WG, you are the ones providing these boxes with the low random chance of winning certain rare high value items, you are the ones who have the ability to control whether the large boxes go on sale or not, and in what form those boxes are sold, you are the ones who could make the large boxes only drop guaranteed items thereby making them less of a gamble, but, once again, the only thing you really care about is making as much money off your community as quickly as you can, even if it means your company's already shaky reputation sinks down to the subterranean levels of EA/Bethesda/Blizzard/Ubisoft/et al. in the process.
And let's not forget, if even one of WoT's most popular community contributors is willing to make a video in successive years calling WG out on this gambling box mess by accurately describing these boxes as a form of gambling, that right there is another pretty damning indictment.
And all this on the back of the recent/ongoing Bundesliga sports betting event in WoT which actually IS gambling just like you'd find in any online or highstreet bookmakers, which WG are studiously ignoring any complaints from the community about because they full well know that they are completely in the wrong for even thinking of including such an event in this game.
