Never seen anything like this before. It was war against time, both teams were capping, enemy team was ahead quite a bit, when our TD reached good position near our cap circle, got 6-7 penning shots to 2-3 capping enemies, but after every pen counter went back for only couple of seconds. He gained just a bit more than his reload time.

So after all these years and bugs after new patch WG cant even keep the basic feature bug free?

Without a replay, who knows for sure. You say he hit 2-3. So what was it? As if he only hits the same two out of the 3 in the cap. They won't have much to reset on the 2nd hit. As their gain is minimal. As the 3rd is then getting all the capping points.

Well, with the complete lack of a replay and a rather insufficient description it probably went like that:

A fast tank (probably a Light) entered the cap first and started capping, the others followed later.

Now when your teams' TD got into range he probably stopped upon seeing some of the capping tanks. Unfortunately the one tank with the most cap points remained out of sight either by having a good camo value (which light tanks do have) or by hiding behind a bigger one (common tactic to shield the one with the most cap points)

So while he might have reset the cap points of all tanks he saw he failed to decap the most important one.

Old vintage screenshot (as can be noticed by the +4 scout MM) of relevance here (the enemy fought hard with the two heavies and in the end defeated them but while those two were alive they didn't dare come closer and as such I remained unspotted long enough and managed to snatch the base):

You need to shoot the guy with the most cap points. If you keep shooting the same dude over and over he loses 1-5 cap points while the others gain points.
