Help with Regards knowing if my rig is good enough.

FPS Stutters..

Hi :)

 

Long story short I have had this gaming laptop for a while now it can run many games on high settings...

My rig is,


    Machine                Dell Inc. - Inspiron 7577
    Operating System        Microsoft Windows 10 Home (64-bit)
    Memory                16 GB
    Processor            Intel® Core™ i7-7700HQ CPU @ 2.80GHz
    Motherboard            Dell Inc. - 0J8HMF
    Video Cards            NVIDIA GeForce GTX 1060 with Max-Q Design
    Monitors            4XK13?156WF6
    Hard Disk            NVMe PC401 NVMe SK hy (256.0 GB)
    Network Card            Realtek PCIe GbE Family Controller

 

I would have thought that the CPU and GPU would suffice the requirements but it seems not... I have the latest GPU driver installed, when using GeForce Experiece I select the optimize my game settings ant it puts all the settings  on max(ulra). So why is it that when I play the game I can eaily get 60 FPS ( ithink it may be locked) but then get FPS drops to like 20 or 10... thus when for example playing an autoloader wjile mid clip fps drop to 10 for a few seconds but makes it impossible to fire(play):(:(
