They were nerfed (and rightfully so) because they were breaking the game. Otherwise, the average Steve could just click tanks for 600 hp without aiming at all.

I don't understand WG. You took from me BL-10 from my ISU152 some time ago and now you are geting it back on premium. This is FRAUD!!!
No wonder I stopped playing this game. I was deceived few times, this is one more proof.
