Is there a formula to calculate penetration?

Context: I'm writing a hard science novel and where I craft my own weapons (they do not exist but they use current tech - shot and shell).

 

I understand there are plenty of variables in this scenario, but I would like to know if there is a formula that can enable me to calculate a projectile's penetration power through:

>Caliber

>Projectile velocity

>Projectile mass

 

That would provide penetration values (assuming RHAe).

 

Did some digging and found this:

But ain't so sure how accurate it is.

Not the same thing but the same subject, why is the penetration indicator in game such a liar? I have lost track of the amount of times I fire with confidence gained from a bright green indicator, only for the shell to bounce!
